There's plenty of items that have accessories exclusive to them where the accessories have their own listings just look at some of the Transformers Legends listings like Overlord and his headmasters. Bandai is no doubt going to use these effect parts again and his box treats it like it a part of the Tamashii Effect line and not just his accessories.
